Willbros has a very proud history in the service of the United States Government, commencing prior to World War II and continuing today. Our first federal project was a design/build water pipeline system from Homestead, Florida to Key West Florida and was completed during the summer of 1941.
With the U.S. entering World War II during the winter of 1941 and after proving ourselves with the pipeline project in Florida, we were asked to design and construct pipelines and fuel terminals in Panama, Nova Scotia, Europe and along the coast of West Africa. We were also named the principal construction contractor for the Big Inch and Little Big Inch pipelines that were to transport crude oil (Big Inch) and refined product (Little Big Inch) between Texas and New Jersey overland, thereby preventing disruption by German U-Boats.
Following WW II, Willbros was asked to build a network of pipelines within Alaska to supply fuel to Army and Air Force installations to support the cold war efforts. In more recent times, we have designed and provided construction and construction management services for fuel facilities in Guam, Iceland, Morocco, Oklahoma, and Hawaii, to name just a few. We provided procurement services for the establishment of Air Bases in Egypt, engineering and project management services for the Weeks Island Facility (part of the National Strategic Petroleum Reserve) and performed operations and maintenance for fuel facilities for Guantanamo Bay.
Willbros was selected by the U.S. Army as the Systems Integration Contractor for the Southwest Asia Petroleum Distribution Operational Project, consisting of the Offshore Petroleum Discharge System and the Inland Petroleum Distribution System. After integration, we provided training on systems and in-country support when the IPDS was deployed to Saudi Arabia during Operation Desert Shield, Desert Storm and in Somalia during Operation Restore Hope.
Willbros' Government Services was officially established as a stand-alone Business Unit in 2000 to provide energy services to the federal government and to continue our proud history of service. We continue to serve the federal government today by providing Fuel Facility Sustainment, Restoration and Modernization Services worldwide to the United States Navy (NAVFAC) and design, build, own and operation of Fuel Terminals at Ft. Bragg, NC; 29 Palms, CA; Ft. Stewart, GA; Ft. Gordon, GA; Ft. Campbell, TN and Camp Pendleton, CA.
