Over 80% of WEI contracts have been negotiated rather than bid. In addition to having some of the energy industry’s most distinguished engineering talent and being ISO9001 certified, WEI has substantial construction and operating experience as well. WEI has a reputation for the skillful application of cutting edge technology and is recognized as a leader in the permitting and engineering of natural gas pipeline systems, natural gas storage systems and crude oil and refined products systems. WEI also has two diverse operating subsidiaries - Willbros Midstream Services LLC (“WMS”) and Willbros Government Services, Inc. (“WGSI”). WMS focuses on offering midstream solutions to producers that need to get their product to market and do not have the internal resources to accomplish the task. WMS utilizes WEI for the engineering and technical talent and Willbros RPI (“WRPI”), a sister construction subsidiary located in Houston which operates as an open shop construction contractor, as well as other outside construction contractors, for construction execution needs. WGSI is focused on BOO government fueling facilities through 20-year contracts renewable in 5-year extensions.
The Company’s engineering division was ranked first in the design of pipelines based on 2003 ENR Market Revenue Data and was ranked 18th in design revenue from petroleum related projects during the same time period. Engineering services are also performed through resources located in Salt Lake City (Murray), Utah.
